Up to 1000 actors and crew workers would be employed on the project.
Ausfilm chief executive Mark Woods said the project was a ?transforming moment? for the local film industry.
The $110 million Central City Studios has been a source of trouble for the Victorian Government, which was last year criticised by Auditor-General Wayne Cameron for not attracting enough film projects to Melbourne.
Previous film productions at the studios include Hating Alison Ashley, an Australian flick starring Delta Goodrem, and the Nicolas Cage thriller, Ghost Rider.
